She was predeceased by: her parents, Julius Perkins and Thelma Handy; and her siblings, Robert Kelley, Troy Kelley, Jessie M. Tuggle and Velma Kelley.
She is survived by: her children, Frank Irvin Rudolph III of Phoenix, Arizona and Melba Jean Rudolph of New York; her siblings, Vernon Handy Perkins of Cheyenne, Wyoming, James Roy Kelley of Cheyenne, Wyoming, Dan Kelley Jr. of San Diego, California and Nancy L. Osborne of Rock Springs, Wyoming; and her grandchildren, Michael Bowers, Dezarae Tolliver and Tajon Irvin. She is also survived by several cousins, nieces and nephews.
