He was loved and cherished by many people including: his parents, Harold Skaggs and Dorothy Powers Skaggs Montgillion; his children, Steven Skaggs (Rebecca) of Silver Spring, MD and Jessica Skaggs of Colorado Springs, CO; his brothers, Karl Skaggs (Theresa) of Weston, WV and Kirk Skaggs of Weston, WV; and his wife Lourie Lee Sweeney Skaggs. He was also cherished by several nieces and nephews.
