He is survived by: his wife Sandra Richards Chipps; his children, Pamela Jackson (Danny) of Lancaster, KY and Steven Chipps (Kristie) of Thomasville, NC; his grandchildren, Kelsey Stout-Prouty (Tyler Prouty), Richard "Thair" Stout, II (Holly Stevens) and Zacharia (Emily Chipps); his great grandchildren, Elara Stout, Brenson Stout, Finn Prouty, Laklen Chipps and Oaklan Chipps; and his sister-in-law Annabelle Richards of Salem, WV. He is also survived by many aunts, uncles, cousins, nephews and nieces.
