He was predeceased by: his parents, Syble Loy and White; his wife Karen Sue Bertram (Gadd); and his brother Frank Bertram. He is survived by: his stepfather Homer Loy; his family Linda Hone of Wellsburg, WV.; his daughters, Wendi Mitchell (Steve) of Bethany, WV and Nicole Serafine (Mikel) of Weirton, WV; his siblings, Ronald Bertram of Queencreek, AZ, Gary Bertram (Bonnie) of Defiance, OH, Donald Bertram of Australia, Marsha Sulak (Kenneth) of Gainesville, FL and Howard Bertram (Virginia) of Wellsburg, WV; his grandsons, Stephen Mitchell (Nikki), Corey Mitchell (Emily Drake) of Alex, Jonathan and Nicolas Serafine; his great grandchildren, Elizabeth "Lizzy", Emily "Emi" and Wyatt Mitchell; and his close friend Linda Hone. He is also survived by several nieces, nephews, and cousins.
He was the first recipient of the WV public health association award for the most outstanding contribution to health promotion and disease prevention.
