She was predeceased by: her parents, Ernest Offutt and Audrey Offutt (Seare); and her brother Ernest Offutt, Jr.. She is survived by: her husband W. L. "Sonny" Foley; her daughter Susan Tebay (John) of Parkersburg, WV; her grandchildren, Spencer Hays Tebay of Los Angeles, CA, Merrill Elizabeth Leedom (Zak) of Santa Monica, CA, Grant Harrison Tebay of Hazel Park, MI and Caroline Madison Tebay of Parkersburg, WV.; her sister Carolyn Vannoy; her nephew Chris Vannoy; and her niece Jody Leveque of Napa, CA..
Visitation will be held on Wednesday, September 25th 2024 from 12:00 PM to 1:00 PM at the North Parkersburg Baptist Church (3109 Emerson Ave, Parkersburg, WV 26104). A funeral service will be held on Wednesday, September 25th 2024 at 1:00 PM at the same location.
In lieu of flowers, memorial donations may be made in Joan's name to North Parkersburg Baptist Church or the United Way of Parkersburg.
