He is survived by: his wife Anna Lou Sypolt Phillips; his children, Tammela Phillips Brown (Greg) of Franklin, GA and David Allen Phillips (Stephanie) of Front Royal, VA; his brother Charles H. Phillips (Patricia "Patty") of Martinsburg, WV; his grandchildren, Erica, Kyle, Christopher Phillips, Joey (Katie), Matthew (Emily), Kayla Neidigh, Chad (Erica) and Zack Brown; and his great grandchildren, Elijah, Makenzie, Kolson, Layla, Madie Rae, Lane and Maddux. He is also survived by several nieces and nephews.
