He was predeceased by: his parents, Fred Stout and Leila Moodispaugh Stout; his sister Annabelle Posey; and his brother-in-law Donald Posey. He is survived by: his partner's sons, Joe and Robert Matheny; his children, Kelly Lowther (Bill) of Youngstown, OH, Chris Stout of Clarksburg, Richie Stout (Tommy) of Martinsburg and Jennifer Edwards (Willie) of Morgantown; his grandchildren, Corey, Rick, Sam, Brodie, Jalan, Amanii, Dazia, Myka and Kolie; his brother Fred Stout of Stonewood; his niece Marsha Huet (Donnie) of Clarksburg; and also April Stout.
