He was predeceased by: his parents, William Jennings and Grace D. Goodwin Starcher. He is survived by: his wife Barbara Ellen Dodd Starcher; and his children, William Jennings "Jay" Starcher of Spencer, Deborah Ann Dye of Spencer and Joe Allen "Joey" Starcher, Jr. of Ripley. He is also survived by ten grandchildren and seven great grandchildren.
