It is with great sadness that we announce the death of Richard Lee Payne (Sissonville, West Virginia), who passed away on December 15, 2019, at the age of 83, leaving to mourn family and friends. He was predeceased by: his parents, Charlie Payne and Glenvie Parsons Payne. He is survived by: his wife Ruby Payne of Sissonville; his child Narkitta Windom (Timothy) of Sissonville; his brother Rolland Payne (Rhonda) of Sissonville; and his friends, PeeWee and Snowball.
