He was predeceased by: his parents, Charles Rankin and Della Beatrice Toney Payne; his daughter Kathy Gwen Hahn; and his siblings, Charles "Jake" Payne, Billy Payne and Betty Jane O'dell.
He is survived by: his wife Mary Lou Payne Payne; his children, Deanna Lucas (Gerald) and Charles "Charlie" Payne (Linda Gillis); and his close friends, John "Ferd" Toney and Hank Webb. He is also survived by 8 grandchildren; 9 great grandchildren; many nieces and nephews.
Those planning to attend should use proper COVID 19 precautions by wearing masks and maintaining social distancing of 6 feet.
