He was predeceased by: his parent William Phelps; and his wife Emma June Rice Phelps. He is survived by: his parent Zula Johnson Phelps Hinkle; his sisters, Betty Hinkle and Dorothy Rowsey; his nephew Michael Rowsey of Huntington; his sisters-in-law, Jewel Moore of Mansfield and Brenda Francis (Winfield) of Huntington; and his nieces and nephews, Winfield Scott Francis and Melissa Jo Currey.
