He was predeceased by: his parents, Norman Russell and Katie Sibyl Ruggles (Sanders). He is survived by: his wife Sandra Kay Ruggles (Snodgrass); his children, James Ruggles (Lewellyn) of Terra Alta, Mindy Friend (David) of Rowlesburg and Cindy Ruggles of Tunnelton; his grandchildren, Chad Ruggles, Skyla Dakan, Tereaza Stull, Amanda Ruggles, Alex Ruggles and Gwen Ruggles; and his great grandchildren, Lincoln Ruggles and Easton Dakan. He is also survived by many nieces and nephews.
