He was predeceased by: his parents, Wayne Starnes and Mildred Frye Starnes; and his siblings, Larry Starnes and Linda Frye. He is survived by: his children, Sabrina Dean (Jerry) of Romney, Kenny Starnes of Romney and Stacy Lambert (Tink) of Romney; his grandchildren, Roscoe Dean, Sawyer Dean, Austin Shockey and Ashlyn Clem; and his former wife Peggy Starnes of Romney.
