He was predeceased by: his parents, Cletus Scarbro and Elvera Rigley Scarbro; and his sister Thelma Louise Combs. He is survived by: his wife Sementha Ruth Pack Scarbro; his sons, Samuel Scarbro Jr. of Rock Lick and Randall "Randy" Scarbro (Devera) of Rock Lick; and his siblings, Dallas Scarbro of Cool Ridge and Deanna Scarbro of Beckley. He is also survived by five grandchildren and nine great grandchildren.
