He was predeceased by: his parents, Robert Leonard and Lula Stumbo Carter; his son Donnie, Jr.; and his siblings, Sue Sutphin and Kenny Carter.
He is survived by: his wife Debbie Carter; his daughters, Lisa Ratliff (David) of Linwood, NC, Donna Hunt (Brett) of Tucson, AZ, Tina White of Bluefield, WV and Ginger Lail of Bluefield, WV; his adoptive children, Levi and Lexi; and his grandchildren, David, Tony, Scottie, DeeDee, Julie, Brett, Lexi, Bobby, Levi, Jerry, Donald and Miranda. He is also survived by several great grandchildren.
