He was predeceased by: his parents, Royal Samuel Phelps and Eunice Boothe Phelps; his wife Carolyn Bailes Phelps; and his sister Lorena Miller. He is survived by: his sons, Russell (Melissa), Bill (Tracie) and Jason (Sara); and his sister Norma Williams of Columbia, SC.. He is also survived by 8 grandchildren and 6 great grandchildren.
