He was predeceased by: his parents, Fred Marshall and Gertrude Elvira Amos Raines; his wife Beulah Marie Reed Raines; his brothers, James Clifford Raines and Howard S. Raines; and his siblings-in-law, Vidella Raines, Thelma Raines, Denny Looney, Bob Young and Tom Houchins.
He is survived by: his daughter Debbie St. Clair (Mack) of Peterstown, WV; his granddaughter Trish St. Clair of Peterstown, WV; his great grandchildren, Ronan and Liam Manning; and his sisters, Louise Houchins of Peterstown, WV and Kathleen Looney of Roanoke, VA.. He is also survived by his nephews, nieces, great nephews, and great nieces.
Due to the regulations associated with COVID-19 and the WV Governor's Mandate, those attending the visitation and graveside services are asked to wear a mask and practice social distancing.
