She was predeceased by: her parents, Dana Bunyan and Stella McMillion (Holmes); her husband Jon Arthur Congdon; and her siblings, Pauline Kettleson, Maye McMillion, Virginia Underwood, Raymond and William McMillion.
She is survived by: her children, Yvonne Carol Dye of Petersburg, WV, Pamela Watson of Adams, WI and Lester Andrew Collins of Moorefield, WV; and her brother Roger McMillion of Hereford, MD. She is also survived by 10 Grandchildren; and 15 Great-grandchildren.
It was Cleo's wish to donate her body to West Virginia University Medical Science.
