It is with great sadness that we announce the death of Philip Lee Starcher of Parkersburg, West Virginia, who passed away on May 6, 2023, at the age of 47, leaving to mourn family and friends. He was predeceased by: his grandparents, Glenn Kimes, Glen and Gladys Starcher. He is survived by: his parents, Lee Starcher and Donna Lee Kimes Starcher; his grandmother Freda Kimes; his brother Glen Starcher (Jillian); and his nieces, Meggan and Madelyn Starcher. He is also survived by aunts, uncles, cousins.
