He was predeceased by: his parents, Litall Payne and Gathey Parsons Payne; his wife Barbara Jane Santee Payne; his son Kevin Witt; and his siblings, Robert D. Payne, Doris J. Tomlinson and Evelyn C. Folds.
He is survived by: his pets, Sophie and Brutus; his children, Michelle "Shelly" Sutphin, Vickie Lee Powell (James), Kenneth "Kenny" Payne, Robert "Bob" Witt (Laurie) and Chris H. Barker (Lori); his grandchildren, Ryan Caskey, Ashley Bickel, Daniel Witt, Johnathan Witt, Kaylie Harader, Jessica Witt, Kaitlin Harmon, Christopher Barker, Abigail Wilson, Katie McKee and Wyatt Lenhart; and his siblings, Henry R. Payne, Jack Payne, Donna S. Hamon, Johnny Payne and Janice Hamon.
