He was predeceased by: his parents, John D. Payne and Mary Ada Payne; his wife Geneva Payne; his siblings, Anna Thompkins, Ruth Dunning and George E. Payne; his daughter Joyce A. Offenberger; his son-in-law Gary Stull; his brother Boyd; and his sister-in-law Phyllis Boswell.
He is survived by: his brother David Payne of Florida; his stepdaughter Linda Stull of Parkersburg; his son-in-law Larry Offenberger (Tammy) of Vincent, OH; his grandchildren, Gary Lee Stull II (Daniele) of Parkersburg, Jason Stull (Melissa) of Vienna and Stacy Offenberger Binegar (Timothy) of Parkersburg; his great grandchildren, Gary Stull III, Nicholas Stull, Dakota Stull, Katelin Stull, Morgan Minney (John), Mackenzie Bailey, Madisyn Stull, Brendan Binegar, Caden Binegar, Teagan Binegar and Watson Binegar; and his great great grandchildren, Atlee and Wyndell Minney.
