He was predeceased by: his parents, Francis Floyd and Minnie Elizabeth Billiter (Stead); and his significant other Loretta Billiter (Fitzsimmons). He is survived by: his daughter Shawna Reed (Willy) of Joplin, MO; his brothers, Francis Billiter, Jr. (Carolyn) of Clarington, OH and James Billiter (Connie) of Paden City, WV; and his grandchildren, Joel Blake, Ryann Blake and Anthony Winans. He is also survived by several nieces, nephews and cousins.
