He was predeceased by: his parents, Howard Howell and Stella Judge (Stewart); his stepfather Ralph Judge; and his sister Shirley Kincaid. He is survived by: his wife Phyllis Howell (Stutler); his daughters, Kathy McDowell (Andy) of Williamstown, WV, Mindy Hogue (Mike) of Middlebourne, WV and Angie Long (Jim) of Middlebourne, WV; his siblings, Judy Rizor (Jim) of New Freeport, PA and Butch Judge (Sophia) of Sistersville, WV; his grandchildren, Meleah Raymond (Jeremy), Broc Hissam, Tyler Long, Amelia Mossor (Mitch), Kylie Palmer (Jordan) and Michael Hogue; and his great grandchildren, Kurtis, Sydney Bostaph, Kaili Allen, Emma, Finley, Hollyn Palmer, Keegan Ebert, Urijah Mossor, Mariah and Nevaeh Raymond. He is also survived by several nieces, nephews and cousins.
