He was predeceased by: his parents, William Ray and Ruth E. Harmon Carter of Mt. Hope; and his siblings, Richard, Ronald, James Carter and Glenna Carter.
He is survived by: his wife Sandra Sheehan Carter; his children, Robert Carter Jr. (Paula), Charles Carter (Sarah Prather) and Deborah Carter Harding (Greg Fernett); his grandchildren, Crystal, Ben Wolfe, Casandra Carter, Gregory Carter, Courtney Shepherd, Matthew Carter, Brianna, Charles Carter Jr., Brittany Carter and Kayla Dilley; his great grandchildren, Madison, Tyler Garrett, Maxton Carter, Owen Wayne, Kohlson Harding, Brantley and Rae Lynn Carter; and his siblings, Thomas Wayne Carter, Carol and Barbara.
