He was predeceased by: his parents, Vestalana Neff and Elbert Gaines Koontz; his siblings, Delma Hollingsworth and Dana Koontz; and his grandson Robbie Epperly.
He is survived by: his pet Julia Hill; his children, Debbie Gilliam, Jeanie Levine, Becky Neal and Tom Koontz (Tammy); his grandchildren, Brian Settle, Roy Neal III, Nick Koontz and Sarah Hudnall; his great grandchildren, Tommy Cooper, Makayla Neal, Calleigh Neal, Reagan Neal and Madelynn Koontz; and his great great grandchild Liliana Cooper.
