He was predeceased by: his parents, Stanley Duncan and Thelma Duncan; his brother James Duncan; his uncle Tom Harris; and his daughter-in-law Tina Duncan.
He is survived by: his wife Shelby Duncan; his children, Darlene Griffith of Vienna, WV, Cecil Duncan Jr. (Buzzy), Stephen (Stacy) of New Haven, WV and David Duncan (Pam) of St. Albans, WV; his grandchildren, Christopher Duncan (Amber), Jaime Banks (Garry), Jason Warner, Jessica Duncan, Nolan Duncan and Gavin Duncan; his great grandchildren, Jayce Duncan and Avery Banks; his brother Eugene Duncan (Emogene); and his sister-in-law Goldie Duncan. He is also survived by several nieces and nephews and friends.
In lieu of flowers, donations made be made to the New Haven and Community Volunteer Fire Department in Cecil's memory.
