He was predeceased by: his parents, Alice V. Plumley and Carlos R. Plumley; and his grandson William Jackson Woodward. He is survived by: his wife Sara Plumley of Glen Burnie; his children, Wayne A. Plumley of Washington, Lottie M. Motley (Austin Motley) of Boonville, Gary W. Plumley Jr. of Glen Burnie, Virginia K. Plumley of Glen Burnie and Carlos R. Plumley II of Glen Burnie; his siblings, Linda Booth, Carl Plumley, Peggy Hall, Edna Hall, Duwayne Plumley and Andy Plumley; and his grandchildren, Adalaine Suksta, Annabella Motley, Lucian Plumley and Lily Motley. He is also survived by husband, he was a loving and devoted father, and adored his grandchildren.
