He was predeceased by: his parents, Victor Ray Penner and Mary Palazolo Penner Askew. He is survived by: his wife Mary Ellen Penner; his sons, R. Stephen and David C. Penner; his daughter-in-law Lindsay; and his siblings, Jodi Tuell and Douglas Penner. He is also survived by three nieces.
