He was predeceased by: his mother Louise Taylor Carter. He is survived by: his wife Victoria Michelle Rumsey; his children, Richard Carroll, Jr. (Julie) and Shanay Williams (Anisa Chesley); and his grandchildren, Braylon, Marcus Jr., Dream, Eli, Naveh, Marilyn and Toni Burke.
Visitation was held on Friday, January 31st 2025 from 6:00 PM to 8:00 PM at the Brown Funeral Home (327 W King St, Martinsburg, WV 25401). A funeral service will be held on Tuesday, February 11th 2025 at 11:00 AM at the Culpeper National Cemetery (305 U. s. Ave, Culpeper, VA 22701).
