He was loved and cherished by many people including: his parents, Floyd E. Payne and Margaret E. Payne (Shockey); his sister Christine G. Smith of Keyser; his niece Laurel C. Harding of Kearneysville, WV; his great-nieces and great-nephews, Dominic, Jonathan, Trinity, Corynne and Paris; and his close friend Stephen Chisholm. He was also cherished by family and friends.

Box 297, Keyser, WV 26726, A celebration of Tom's life will be held on Saturday, September 30, 2023 at the Calvary United Methodist Church, Keyser at 1:00pm with Reverend Beth Jacobson officiating.
