He was predeceased by: his parents, Ballard Payne and Rodie Matney Payne; his stepmother Hazel Baker Payne; his siblings, Lois Johnson, David Lee Payne, James William Payne and Harold Dean Payne; his daughter Libby Payne; his daughter-in-law Darlene Smith of North Carolina; his son John Payne; his granddaughters, Amber and Jessica Payne; his stepgranddaughters, Sheena Buchan of North Carolina and Tana Sturgeon of North Carolina; and his brother Leslie Payne (Nancy) of Payensville, WV.

He is survived by: his wife Brenda Harrison Payne.
