He is survived by: his wife Linda K. Phelps (Peters); and his siblings, Linda Legg (Brian) of St. Albans, Connie Bowman (Jeff) of Scott Depot, WV and Milton Phelps of Hurricane. He is also survived by several nieces and nephews.
