He was predeceased by: his parents, Paul Wayne Popkins and Peggy Marie Brooks Popkins. He is survived by: his siblings, Eva Jenkins (Anthony) of Harpers Ferry, Alice Tomlin (Doug) of Inwood and Kenny Popkins (Nance) of Harpers Ferry; and his stepsons, Donnie Rinker and David Rinker. He is also survived by six nieces and one nephew, three great nieces and three great nephews.
