He was predeceased by: his parents, Chester Carter and Eva Carter (Hatfield); his sister Janetta Toler; his parents-in-law, McAdoo "Mack" and Nancy Riffe (Perry); and his brother-in-law Dukie Riffe.
He is survived by: his wife Carla Gaye Carter (Riffe); his daughters, Heather Blankenship (Allen) of Long Branch and Misty Matz (Jerry) of Skin Fork; his grandchildren, Jeffery Blankenship (Courtney), Shawn Blankenship (Allie), Kristen Blankenship (Hayden Morgan), Anthony Carter, Melanie, Jesse and Miranda Matz; his great grandchildren, Weston, Tatum Morgan and Ryleigh Blankenship; and his siblings, Liz Bennett (Bill), Hilda Mouw, Marilyn Davis (John), Nathan Carter (Rosa) and Elmer Carter (Angie).
Visitation will be held on Friday, February 21st 2025 from 6:00 PM to 9:00 PM at the Mounts Funeral Home Chapel Mounts Funeral Home (253 4th Ave, Gilbert, WV 25621). A funeral service will be held on Friday, February 21st 2025 at 7:00 PM at the same location.
