He was predeceased by: his parents, Jesse Winford and Stella Wilma Moore Willey; and his sister Virginia Rankin. He is survived by: his siblings, Sandra Kay Ottaviano of Great Cacapon, James Willey of Needmore, PA, John Willey of Frederick, MD and Michael Willey of Nashville, TN. He is also survived by several nieces and nephews.
