He was predeceased by: his parents, Cecil Parsley and Elsie Damron Parsley; and his brother Ronald Parsley. He is survived by: his wife Carla Thornhill Parsley; his children, Rebecca Morales-Ramos (Antolino) of Lavalette, WV, Tanya Parker of Whitehall, OH, Melissa Bauer of Waverly, OH, Charles Thomas Parsley (Sierria Copley) of Jackson, OH and Jarrett Parsley of Fort Gay; and his siblings, Irene Romans of Louisa, KY and Cecil "Mitt" Parsley (Karen) of Inez, KY.

Donations will be accepted at the funeral home to assist the family with funeral expenses.
