He is survived by: his wife Sandy Winters (Waller); his children, Charles M. Winters, Sr. (Deborah) of Follansbee, WV, Melanie Winters of Follansbee, WV and Jeffery Boynes of Mingo Junction; his daughter-in-law Michele Boynes of Weirton, WV; his sister Sue Balhatchet (Ray) of Steubenville, OH; his grandchildren, Ashley Nicole Winters, Jeffery Boynes and Jarod Boynes; and his great grandchildren, Colin Wayne, Rylie Eden Winters, Emma Danielle Dulaney, Cammie and Atlas. He is also survived by numerous nieces and nephews.
