He is survived by: his wife Elah Jean Ratliff Stout; his sons, Bill Stout (Donna) of Flatwoods and Tim Stout (Margaret) of Bridgeport, WV; his grandchildren, Garrett Stout and Devan Stout; and his great grandchildren, Madison, Isaac, Morgan and Nathan.
