He was predeceased by: his parents, Jesse T. Garrett and Mary Evelyn Jones Garrett. He is survived by: his wife Judy Ann Riley Garrett; his sons, Russell Stephen Garrett, II (Crystal) of Fairmont and John Phillip Garrett of Huntington; his grandchildren, Marissa, Kaitlyn, Ava and Wyatt; and his siblings, Sharon Martin and Jesse D. Garrett.
