He was predeceased by: his parents, John F. Spencer and Ocie J. Reed Spencer; his daughter Kathy Hicks; and his siblings, Doc Spencer, Shirley Spencer, Virgil Spencer, Carrie Quigley and Ida Frame.
He is survived by: his wife Betty J. Watkins Spencer; his children, James Watkins (Diane) of Fairmont, Jeff Watkins (Stephanie) of Fairmont, Carol Yost (Mike) of Rivesville, Janet Fincham (Robert) of Farmington and Kim Spencer of Morgantown; and his sisters, Frances Johnson of Charleston, WV and Ruby Olive of Elkview, WV. He is also survived by thirteen grandchildren, as well as 22 great grandchildren.
