He was predeceased by: his parents, Harold Eugene Starkey, Sr. and Winnie Roach Carson Starkey; and his brothers, Robert Frank Carson, Willard Carson and Dennis Carson.
He is survived by: his children, William Starkey of Columbus, OH, Melissa Starkey Lucas (John) of Wallace, WV and Kim Starkey Menendez of Jane Lew, WV; his stepdaughters, Robin Phillips of Merritt Island, FL and Jamie Phillips of Morgantown; his grandchildren, Emily Floyd, Samantha Edwards, Hope Golden, Autumn Golden, Gavin Edwards, Dallas Golden and Colton Golden; and his sisters, Shirley Everett (Robert) of West Milford and Caroline Wiseman (Dave Fittro) of Nutter Fort. He is also survived by several great grandchildren.
