He was predeceased by: his parents, Stephen A. Bell, Sr. and Barbara Myers Bell; and his adoptive father Cletis O'Dell "John" Higgins. He is survived by: his adoptive mother Louise D. Higgins of Montrose; and his pet Buddy.
Visitation was held on Friday, March 28th 2025 from 10:00 AM to 12:00 PM at the Tomblyn Funeral Home (45 Randolph Ave, Elkins, WV 26241). A funeral service was held on Friday, March 28th 2025 at 12:00 PM at the same location.
Memorial contributions may be made to the Randolph County Humane Society, P. O. Box 785, Elkins, WV 26241 in memory of Stephen.
