He was predeceased by: his parents, Russell Higgins Sr. and Cecelia Edna Hoover Higgins; and his siblings, Brooks Dale Higgins, Nathan "Buck" Higgins and Pam Higgins Arbogast.

He is survived by: his daughters, Emily Shobe of Elkins and Macy Wiseman of Montrose; and his siblings, Mary G. Higgins of Elkins, Russell "Toot" Higgins Jr. (Carolyn) of Gilman and David Higgins of Elkins. He is also survived by several nieces and nephews.
