He is survived by: his stepdaughter Teresa Irwin Fischer of Woodbine, MD; and his siblings, Dennis Riggs of Phoenix, AZ, Thomas Riggs of Winchester, VA, Robert Riggs (Lisa) of Newnan, GA, Eileen Hall (Tony) of Canastota, NY, Ruth Ann Deyo (Scott) of Blossvale, NY and Margaret Short (Dan) of Skaneateles, NY. He is also survived by several nieces and nephews.
