He was predeceased by: his parents, Arland Elkins and Virginia Elkins; his siblings, Janet Booth, Charles and Robert Elkins; and his niece Donna Tucker.
He is survived by: his wife Angie; his children, Zetta Kaye Ingram (John) and Victor "Bud" Elkins (Crystal); his grandchildren, Nicholas Ingram (Tawyna), Victor Elkins, Jr. (Lilly), Shelby Elkins, Kynnedi and Makai Ingram; and his sister Georgia Dent (Dennis) of Meadow Fork, WV. He is also survived by nephews, friends, and his best friend - his dog.
