He was predeceased by: his parents, Noah Otmer Payne and Freda Mae Smith Payne; and his sisters, Connie Huffman and Donna Fields. He is survived by: his wife Marieda G. Moore Payne; his children, Carrie Locke of Dunbar, Joseph "Matt" Payne of Spencer and Lori Jarvis of Charleston; his stepson Keith Hampton of Florida; his sisters, Wilma Fields and Kathy Abshire; and his grandchildren, Baylie, Hunter, Colter, Jenna and Matthew. He is also survived by several nieces and nephews.
