He was predeceased by: his parents, Lester Waugh and Cecil Vernoka White Waugh; and his wife Dawn Elaine Hall Waugh. He is survived by: his son Shawn M. Waugh (Bethany) of Circleville; his grandchildren, Abigail Waugh, James Waugh and Josiah Waugh; and his siblings, Rufus Allen Waugh (Doris) of Williamsburg and Sharon Tackett (Freel) of Bidwell. He is also survived by several nieces and nephews.
