He was loved and cherished by many people including: his father Robert; his wife Shirley Brown Carter; his sons, Frank Carter Jr. (Barbara) of Columbus, OH and Lance Carter (Kimberly) of Houston, TX; and his grandchildren, Amber Reed, Christopher, Austin and Cheyanne Carter.
