He was predeceased by: his father Cletus Sr. Leona Daughtery Payne. He is survived by: his close friend Pat McGee; his children, Brad Payne (Nicki) of Lucky, OH. and Ryan Payne (Vanessa) of Stokes, NC.; his stepchildren, Steven McGee (Dee) of Thompson, OH. and Julie Henthorn (Shawn) of East Liverpool; his siblings, Charles Payne (Rebecca) of East Liverpool and Carolyn Beverly (Jamie) of East Liverpool; his grandchildren, Daniel, Nathan, Brenna, Emily, Ryan and Kevan Payne; his stepgrandchildren, Liam, Rowan, Aiden McGee, Guage, Dorian and Efrem Henthorn; and his great grandchild Vera.
Due to the currant Covid-19 pandemic, Cletus' family will be holding a small private service.
