He was predeceased by: his parents, Matthew Russell and Margaret Sayre Russell; his wife Shirley Moyer Russell; his sons, Charles Jr. and Jeffrey Russell; and his siblings, Richard Russell and Nelda Russell.
He is survived by: his children, Debra Garren (Bill) of Franklin, NC. and Mark Russell of East Liverpool; and his grandchildren, Scott Siderich (Stephanie), Aaron Russell (Ashley), Loni Jo, William Garren, Rochelle Russell, Krista Ford (Geoff), Ethan Russell (Kali), Kevin Garren (Lauren) and Kory Garren. He is also survived by 18 great-grandchildren.
